Topic 1: Empowering women

  • Human resources (HR) are the driving force behind development in general, particularly in empowering women: what strengthening, what training, what legislation, etc. have been made available to enhance the capacity of HR, who, once empowered, can support women's empowerment?
  • How do we assess women's empowerment, regardless of their profile or context, and what are the obstacles and facilitators to the development of this empowerment?

Topic 2: Sustainable development goals

  • How do we assess the improvement of women's rights and health within the frameworks established to achieve the Sustainable Development Goals (SDGs)?
  • How do we evaluate women's contribution to sustainable development (the fruits of informal work and reproductive work)?

Topic 3: Gender equality

  • What opportunities have been provided for men and women in participating in decision-making and planning processes for development programs, and what impact have these programs had on women's empowerment and sustainable development?
  • How has women's participation in boardrooms translated into equity in decision-making processes?
  • What structural, economic, social, and ideological transformations have been achieved regarding the positions of women and youth in various societies (e.g., funding for women's organizations and women's rights)?
  • Have efforts been made to address power dynamics between women and men, girls and boys, to break cycles of violence and transform traditional roles within households?
  • What would be the contribution of positive masculinity to gender equality?


Topic 4: Gender-based violence (GBV), sexual violence (SV) and armed conflict-related violence (ACV)

  • What has been done for marginalized women, vulnerable to impunity for sexual violence or gender-based violence they face in conflict or non-conflict zones, even in developed countries, during times of social peace, in professional environments, etc.?
  • Have mechanisms for women's participation in general, especially those who are victims of violence, been strengthened as potential actors (and mediators) in all phases of conflicts, especially in peace processes, security sector reform, disarmament, demobilization, and reintegration policies, as well as in reconstruction and development policies? This implies the need to enhance women's capacities through a holistic approach that includes their empowerment and strengthening of their agency.

Topic 5: Holistic care for SGBV survivors

  • What is the importance of a holistic model, particularly that of Panzi, in supporting survivors of SGBV/LC? What are the experiences (successes/failures) of different environments applying holistic models (e.g., CHU St Pierre...)?
  • In complex situations, a complex intervention: Is the holistic model sufficient to meet the needs of survivors?
  • How can such a model be ensured while respecting human rights wherever survivors need it... while primarily applying the preventive approach to SGBV?

Topic 6: Women's rights

  • Have Resolution 1325 and subsequent resolutions been fully implemented to ensure women's rights and contribute to sustainable peace?
  • To respect women's fundamental rights, have they been involved in reconstruction and development policies in an egalitarian system?
  • How effective is the criminal justice system in responding to sexual and gender-based violence compared to alternative models such as restorative justice and transformative justice?

Topic 7: Living and care environment

  • What actions or solutions have been taken to address environmental, economic, and social challenges in order to guarantee the rights and health of the most vulnerable, reduce poverty, ensure sustainability, and achieve the SDGs?
  • What strategic plans for economic and social development (Structural Adjustment Program, Poverty Reduction Strategy Paper) have been implemented to promote appropriate economic growth in various countries?
  • What guarantees have been established to ensure the availability and sustainability of natural resources, both in quantity and quality, to support sustainable economic growth?

Topic 8: Contemporary issues faced by First Nations

  • What are the challenges faced by First Nations in terms of rights, women's rights, and reproductive health rights?
  • What are the needs and expectations regarding Sexual and Reproductive Health and Rights (SRHR) as perceived by First Nations?
  • What initiatives have been implemented by national governments on one hand, and by First Nations governments on the other hand, to ensure quality SRHR for this population?

N.B. For all these questions, where required, the indicators must be measurable and usable across sectors such as finance, economic planning, justice, education, interior affairs, health, defense, and security, etc.
